The Sash Window fastener is used in the centre of two sashes, to latch the window closed, securing your sash window. This particular sash window fastener uses a Fitch fastener whereby the cam action pulls both leafs of the window together and the grub screw locks the two halves together.  Available in both a regular and a locking version.
